Purchasing Manager

Reporting to the Director of Procurement, this position is responsible for the purchase of MRO (maintenance, repair, and operating) and other indirect materials, equipment, supplies and services needed to support the company's operations.  This position will provide the strategic and tactical direction to drive optimization of supply performance and total acquisition cost, as well as to ensure and improve the effectiveness and efficiency of purchasing processes and procedures.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversee the operation and daily activities of the Purchasing department.
  • Manage the effective acquisition of the company's indirect and MRO material and service requirements, including direct responsibility for certain key categories, projects, and contract development.
  • Develop, implement, and monitor compliance with Purchasing policies, procedures, and best practices.
  • Establish and maintain effective working relationships with internal stakeholders and the supply base.
  • In collaboration with appropriate internal departments, lead company efforts to develop and implement category sourcing strategies.
  • Reduce total cost of acquisition/ownership through review and analysis of demand/supply trends, supply base capabilities, performance improvement, and effective negotiation.  Establish cost improvement targets, monitor progress, and report results.
  • Identify opportunities for performance enhancement; develop and utilize appropriate metrics, tools and best practices to effect continuous improvement in procurement practices and supply base performance.  Establish improvement targets, monitor progress, and report results.
  • Conduct periodic reviews to assess supply risk of critical items and ensure supply continuity.
  • Assist in resolution of supplier-related quality, delivery, service and invoicing issues, as needed.
  • Appropriately staff and manage the performance of the Purchasing department to meet company demands.  Establish group and personal performance objectives; monitor and appraise performance.
  • Grow and develop Purchasing team by instilling new competencies, coaching and training.
  • Develop and manage department budgets.
  • Perform other duties, as assigned.

 

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Business, Supply Management, or related field; MBA preferred
  • 10+ years purchasing experience, including supervision/management
  • Indirect/MRO purchasing experience; spares/maintenance materials, equipment, and services in high-capital, process industry preferred
  • ISM and/or APICS certification desirable

  

QUALIFICATIONS, SKILLS, AND ABILITIES:

  • Self-starter and results-driven
  • Manages time effectively in fast-paced environment with critical time lines/deadlines
  • Strong organization, analytical, and problem-solving skills
  • Excellent communication, both verbal and written
  • Strategic sourcing know-how; effective negotiation skills
  • Working knowledge of laws and regulations relating to procurement and contract development
  • Process improvement and project management mindset and skill set
  • Effective team building, coaching, developing, and mentoring skills
  • Strong computer skills in MS Office Suite and MRP/ERP systems preferred

 

SUPERVISORY RESPONSIBILITIES

Supervises Purchasing department personnel.

 

PHYSICAL DEMANDS:

Must be able to move about the facility and spend time in an operating mill environment.

 

WORK ENVIRONMENT:

Work will generally be performed in an office environment.  Circumstances may require reviews in operating areas of the Mills, as well as meetings throughout the facility and offsite. Some travel may be required.
